`CppCheckExecutor` contains some code which is not related to the
execution but actually to the creation of the settings. This is causing
inconsistencies in the error handling/logging as well as interfering
with the testability.
Moved the `FileSettings` out of the `Settings` and pass them around
explicitly. They can never be specified at the same time and are used
exclusively. The code hasn't been fully adjusted to reflect this as this
is only the refactoring without any functional changes.
This is in preparation of avoiding accessing `std::cout` directly as
well as streamlining and improving the logging during the settings
parsing. There are no functional changes yet.
This is a mess. The version is AUR is still outdated and also doesn't
install anymore. Fedora 38 carries the latest version of it so use that
now. Keep the old steps in case we need to switch again in the future.

- Added const char* overload for PrintMessage()
- Call Path::removeQuotationMarks() before any other path formatting functions
- Fixed --help output on terminal outputs with 80 columns
- Hide -l option on systems where it does not do anything
- Added pre-check for "-" at the beginning to distinguish between options and files early
Add support for giving list of ignored paths from CLI. This way
user can define paths one doesn't want to check (like generated
code). This first simple implementation only does exact matching,
no support for wildcards etc. And matching is always agains dir
names.
If the filtered dir name is part of the checked filename then the
file is ignored.

There are several command line options / commands after which we
don't want Cppcheck to even try to open any files. Eg. printing
help or listing errors. So add new attribute for CmdLineParser to
track use of these options and exit before checking files when
the attribute is set.
