Removed replaced EXPECTED with...
WANTED (to-be): The future expected value.
CURRENT (as-is): Documenting how cppcheck behaves now.
This removes the need for an ASSERT_EQUALS but enforces the check for every TODO_ASSERT_EQUALS.
