Fix #9793 (false positive, memleak with lambda)
...
Skip scopes with lambdas (similar to how checkleakautovar does). In
order to fix this when the lambda is inside a for loop, make
hasInlineOrLambdaFunction() recursive. This should be what all existing
users want.
