Ignore LoadLibraryEx if LOAD_LIBRARY_SEARCH_SYSTEM32
Ignore LoadLibraryEx if its third parameter is LOAD_LIBRARY_SEARCH_SYSTEM32, as this is safe. This eliminates a false positive. See: https://github.com/david-a-wheeler/flawfinder/issues/26 Signed-off-by: David A. Wheeler <dwheeler@dwheeler.com>
