Reorganize Panjabi/Punjabi and Lahnda orthographies (bug #19890)

The correct ISO 639 code for Pakistani/Western Panjabi seems to be 'lah',
not 'pa'. We are keeping 'pa_pk.orth' for compatiblity with glibc.
