[hb-old] Fix Arabic cursive positioning

    [arabic] Fix Arabic cursive positioning

    This was clearly broken in testing.  Who knows...  Fixes for me.
    Test with a Nastaleeq font, or with Arabic Typesetting.

    Backporting from Chromium.
