AllocateAndInitializeSid, FreeSid, HeapAlloc, HeapReAlloc, HeapFree,
HeapSize, HeapValidate and GetProcessHeap.
test/cfg/runtests.sh: Enable --inconclusive for the windows tests to
avoid some issues in the future.
