[aat] Tweak fallback positioning logic when applying morx
...
Such that for Indic-like scripts (eg. Khmer), we don't do any fallback mark
advance-zeroing / positioning, but we do for Latin, etc. Reuses preferences
of our script-specific OpenType shapers for those.
