Fixes #37 and #39 Adds tooltips to everything
- A tooltip on first play will explain how it works
- A tooltip on levelup will display skill info
- A setting is introduced to disable tooltips

Adds prevention from passive monsters being "dodgy"
When player gets close to passive monsters they will stop moving now.
This should prevent annoying behaviour when trying to line up a strike.
