Fixes #37 and #39 Adds tooltips to everything
- A tooltip on first play will explain how it works
- A tooltip on levelup will display skill info
- A setting is introduced to disable tooltips

Completely separates input handling and game logic.
This commit disables mouse support in menus. This needs to be rethought
to be more stable.
